The Indonesian government will implement a flexible work policy or Flexible Working Arrangement (FWA) for the State Civil Apparatus (ASN) ahead of the 2025 Lebaran holiday. This policy is planned to take effect on March 24, 2025, as an effort to reduce traffic density and facilitate the distribution of community mobility during the homecoming period.
The Coordinating Minister for Infrastructure and Region Development, Agus Harimurti Yudhoyono (AHY), explained that the FWA work pattern was designed to help unravel the congestion that often occurs before the Eid al -Fitr. “Hopefully, with the application of FWA, the distribution of community mobility can begin earlier. So, starting March 24, this flexible work system can be applied, “AHY said in a press conference at Terminal 2 Soekarno-Hatta Airport, Tangerang, Banten, Saturday (1/3/2025).
Coordination with the Ministry of PANRB
AHY also stated that his party had coordinated with the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) to ensure this policy could be implemented effectively in all ministries and institutions (KL). “We have discussed with the PANRB Ministry regarding the application of FWA, or previously known as Work From Anywhere (WFA), as one solution to overcome congestion, “he explained.
This flexible work policy is expected not only to ease the burden of traffic, but also provides comfort for ASN in carrying out its duties. With this system, ASN can work from a location closer to a residence or even from home, thereby reducing the number of vehicles passing by on the highway.
Anticipate Multiple Density: Eid and Nyepi
In 2025, the Eid holiday was adjacent to Nyepi, which was celebrated by Hindus, especially in Bali. This adds to the complexity of traffic arrangements, considering the two moments will trigger a fairly large travel flow. AHY stressed the importance of early anticipation to avoid excessive current accumulation.
“We know that Eid al -Fitr this year coincides with Nyepi. This needs to be well regulated so that there is no severe congestion, especially in areas that are the destination of homecoming and tourism. With the adjustment of school holidays and the application of FWA, we hope this can be a solution to reduce traffic density, “said AHY.

With the reduced number of vehicles on the highway, it is expected that the homecoming flow will be smoother and travel time will be more efficient.
